Computer won't restart or shut down normally Unless I hold the power button down

My computer is usually left on all the time.  For some reason eventually I noticed I can't restart the computer using the start button without being stuck in the restarting screen after the programs have closed. it just continues to show the "Restarting Windows..." and the little circles that move in a circle.  It's not frozen or anything it just won't go beyond that point.  Same thing if I try regular shut down at the start button.  Once it gets into that mode, I have to hold down the power button on my computer until it does shut off.  Then after a few seconds I'll let go and press in and and let go to turn the computer back on.  There are times where it will from this point say i need something to boot up to in a black and gray lettered startup screen and once this happens (if it does) I just hold the shut down button again and release then press in and release again to start it up and it boots windows just fine.

Yes.

 

I don't have any BSOD but when I either go to the start menu and restart or shut down normally it just sits at the restarting screen but it isn't frozen, my mouse is able to move.

From a DOS Command Prompt from START | type cmd.exe into the start search box | RIGHT-click on cmd.exe | select "Run as Administrator" then Copy/Paste --> :
DISM /Online /Cleanup-Image /RestoreHealth command then Enter    if it finds problems then reboot. (Completed Successfully : means reboot)

After : please Open another Admin Command Prompt and please run Copy/Paste --> SFC /SCANNOW into the Dos window or Powershell and Enter.  Reboot after.

Use Custom Install
  At the Top Left Corner of Speccy --> Click File and then Click Publish Snapshot Report, a window will popup and Click YES. --> Another popup will appear and then Click "Copy To Clipboard" then Paste that "link" to your next reply in your thread.

  Run the tool and only select the following tick boxes.
    -List last 10 Event viewer errors
    -List installed programs
    -List devices
    -List users, partition and memory size
Now click "Go" and Copy/Paste and post the output text in your next reply

If still issues after Repair Install Upgrade supply Speccy Report URL and the MTB Report.

This isn't a crash or BSOD...?

 

However, open an elevated command prompt and enter the following command

shutdown /s /f /t 000

The /s switch indicates a shutdown.

The /f switch forces all open applications to close (that may be the problem you're having)

The /t 000 switch indicates a shutdown NOW.

 

Does it shutdown fully?

Hi:

Until the hardware/BSOD experts weigh in, 2 things jump out of your Speccy & MTB reports:

1. You are out of space on your C: drive. There are only 12 GB free space. Windows needs at least 20% free space to work properly. I suggest freeing up substantial space on the C: drive.

2. You have 3 security apps/suites. Windows Defender can be configured to run fine alongside Malwarebytes. But Kaspersky and Malwarebytes do not play well together. I suggest that you completely and cleanly remove either MB or Kaspersky, following the vendor's recommended removal process & using their removal tool. More is NOT better when it comes to modern security suites. They can & do cause clashes, conflicts & performance problems.

I have now 72 GB of free space on my C: drive. I've also removed malwarebytes and restarted (again the restart made me have to turn off using the power button). Whats next?

You say SFC and Dism,  They need to be run as I stated in order DISM then SFC.  Dism brings down files that are corrupted and replaces them. Sfc uses those files.

 

Please Remove Kaspersky with it's Removal Tool : https://support.kaspersky.com/1464   Would think this is your issue.

 

You are running BIOS Version : 1.50  Released : 2017/12/6  Current and last Version : 4.30E  [Beta]   Released : 2022/11/3  Update as soon as possible from your

ASRock Z370 Pro4 Motherboard Support Page : https://www.asrock.com/mb/Intel/Z370%20Pro4/index.asp#BIOS  as well as any drivers you have missed.

Note : The Beta is fine, am running one on aother system and there will most likely never be any more released.

Down load your Manual from the M/B Support Page as well and read how to update Bios.

NOTE : you have drivers so can go to Windows 11 when ready but not before updating Bios and Win10 Drivers.

 

Use Geek or Revo Uninstaller as they get more (paid ver gets even more) and remove : IObit Unlocker as they usually stick other junk in and have used Wise Disk Cleaner and nothing much there that can not do yourself such as run Disk Cleanup from the Start Menu since 1995 then run it again and click on Clean System Files.

 

Empty your own Temp Files this ensures you know what is going on in your system.

 

Note : Rule of thumb Drive letters below C: should not be used. A and B usually were and can now be Boot Devices.

 

Your going to need another drive : Used Space:  219 GB (94%)  Free Space:  12.4 GB (6%)

NOTE : ALL DRIVES Must have 15% or more free at all times.  Needed for swap file, Temp files, Updates of all programs and for windows and cache files for browsers.

 

Start deleting Now.

Note : A perfect clean install of Windows 10 / 11 is to install it.   install for 10/11 https://pureinfotech.com/clean-install-windows-11/ 10

- Then Activate it From Settings-->System-->Activate
- Disconnect from the Internet.
- From saved Motherboard Drivers :  Install Chipset then SATA Drivers and lots of reboots for all then all the lower drivers with reboots..
- Turn off in BIOS anything that speeds up the Boot example ASUS Fast Boot for the same reasons as below :

- Connect back to the internet.

Ok going to leave this for now as I expect Uninstalling Kaspersky will fix the issue as well as cleaning more space and uninstalling programs and updating drivers

PkShadow didn't devour it.  He as well as OhMy! were already working to helping me since I had a previous post from OhMy! in the Malware Support Forum.  Anyways I'd like to update, I decided to do a full re-format on all 3 drives.  I installed Windows 11 including the drivers and I have already updated the bios to the beta version that you said to Pkshadow.

 

Thanks for the help, don't let others like aldfort, distract how good you do for others because I understand how people jumping in can be very confusing for the person receiving help. You did fine.
