Laptop I'm looking at buying has a thunderbolt 3 USB port. I can use an external HD to play games at a faster rate with this???

No your cpu and video card determine that.

Gaming from a external device seems to have problems.  External devices are also meant to be unplugged and not run 24 / 7. 

 

They still have power going to them if laptop is asleep.    Performance takes a hit.

 

Best to get a large capacity Drive such as a M.2 if laptop supports that.  

 

Note could have asked the internal question in here as well.   It would be a secondary question to the 1st.
