New hardware no post boot looping

I purchased a package Msi Z690-A wifi DDR4 motherboard, Intel 12600KF, and Gskill Ripjaws 16g 2 stick ddr4 3200. I also added Corsair CX750M power supply and a tower cooler.  I am bringing from my old system a MSI rx 580 graphics card.  When powering on the system boot loops without getting to post.  EZ debug lights are as follows red CPU one second, yellow RAM one second, four second gap, then white graphics one to three seconds then restarts.  On subsequent loops it quickly cycles through light sequence to boot loop.  If I unplug or remove the graphics card the system idles with the white graphics light on solid and does not boot loop, but no post. The store service representative ask me to power cycle the hardware and swap single ram sticks in slot two and four.  He wants me to return the items to the store to have them tested, but I am trying to avoid an all day round trip.  I do have an older graphics card and ram I can test. Any suggestions? Thanks.

Do you have the video card powered by the PSU?

I have an Rx580 8gb with 8pin 6+2 attached to system.  There is no onboard graphics on the CPU. This is used and was working when I removed it from my old system.  I have an old 5870 I can test with if necessary.

Use the 5870 to test.

Thanks! That fixed it. I am at full post 50 minutes. Do you think an old bios kept the other graphics card from working? Bios version is 3/24/23 E7D25IMS.1B0

Not sure but can the newer card work now, can you check and see?

The RX 580 did not work when reinstalled on the new motherboard. The fans did spin up. It did work on my old system when I retested it there. It is an single 8 pin card. The corsair 750w power supply has two double 6+2 connectors.

If have switched out the video card please use DDU to remove all Video Drivers as per instructions in URL and then install the correct Video Card Drivers for which ever you are using permanently.

Hi, wait on that you do not explain what you have done after installing Windows.

 

Was it install your Chipset Drivers, Sata Drivers then your Video Card and then the lesser drivers with lots of reboots and were from your MSI Z690-A WIFI Motherboard Support Page : https://www.msi.com/Motherboard/PRO-Z690-A-WIFI/support

 

Note : if have issues still set your Ram in BIOS down to 2333 or what ever it is down from 3200 as that is max Ram Speed for the chip :

Using XMP is then overclocking it.

 

Turn off Power setting if using anything higher than Balanced setting as that is also a form of Overclocking.

In BIOS turn off anything that Speeds up the Boot example : ASUS Fast Boot for the same reasons as below :

Incorrect you do do DDU for it.... does not matter if a older video card, maybe running a different version of software as OP has stated older, there could be corruption this clears it all to start over.

 

It is just do to remove any possibilities of stuff that should not be there after switching cards.

Yes you are correct deleting it from Device manager works but is not a cleaner which is why suggest using DDU.

Unfortunately after it sat stable for an hour I tuned it off. On restart it would not post. Tried both cards, cleared cmos. It always hangs in GPU ez debug. They feel wobbly in the graphics socket. I don't trust this hardware now. I am going to take it all back to the store and tell them I want to leave with a stable system. Thanks to everyone for your suggestions. This is a great forum.
