I remember there was a time when it was considered important for a website to offer a satisfactory experience if Javascript was turned off. This may have been partly due to provide access to people with disabilities. I know from personal professional experience that certain websites, like those that provide Medicare health plans, this is required by law. As far as the Internet at large, Javascript is employed at will by most website owners to extend and enhance HTML.
Cookies are used to track website usage behavior. At what point do users enter and exit the site and what parts of the site do they use among other things. This helps website owners understand if their tactics used on their website are achieving intended goals.
Some people are concerned sites that use Javascript will inject malicious things into their devices and want the option to turn Javascript off. Personally, I don't think I ever turned Javascript off and feel that I practice safe Internet use and don't need to worry about Javascript.
For me, the worst thing to happen on the net is the abolishment of net neutrality by a past president I choose not to mention. It has turned a useful resource into an endless parade of advertisements. And, we have to pay to see the ads. What a shame.
