Are there any true free vpn s available. Most of them I have seen, say they are free, but as you get into then they charge you.

You could take a look at ProtonVPN or Windscribe. They both offer a free tier for their VPN service though they may be limited in features.

I have used ProtonVPN. The freeware version only lets you connect to Japan, the Netherlands and USA. Also the bandwidth is limited.

If you're using your Chromebook at work or school and have problems setting up your VPN, contact your administrator for more help. Your Chromebook has built-in support for VPNs that use L2TP over IPsec. The IPsec layer will either use a pre-shared key (PSK) or user certificates to set up the secure tunnel.
You might need certificates to connect to a VPN, WPA2 Enterprise network, like EAP-TLS, or a website that requires mutual TLS authentication. If so, your administrator might ask you to visit a special website while connected directly to your organization's network, or download and install the certificates directly yourself.

Personally I'm using these free vpn's: hola vpn, touch vpn, proton vpn, etc. In my using experience I didn't face any problem with these vpn's. I think you should check it out once and I hope it will be helpful for you.

I can make you the best suggestion for the free VPN apps. I used SPL VPN, iTopVPN and NordVPN. But I liked to used SPL VPN that giving the best features among the free VPN services.
Actually, I have seen free VPN by Google but I didn't used that.
