Would it not depend on the make and model of the mouse ?

I don't think I have this feature for some programs, I don't have it for others, that is, if what you say is true, then each mouse model supports more programs! I do not know

What I read in a quick search was that make and model of the mouse can be the factor.
Since you do not name your make/model nothing can suggest.
Check the makers site for new software and if wireless for firmware update.

I asked about 10 friends, free spin scrolling does not work for any of them in Windows 10 file explorer, does it work for you? I think that when a mouse has the ability of free spin scrolling in a program, it means that that mouse is no different from other mouse in terms of free spin scrolling,
