Simply click START, find the program you wish to create a desktop icon for, left click and hold down, drag it to your desktop.

They are properly called shortcuts, not icons. After you create the shortcut you can then alter or customize the icon itself.

Nice but you can also create desktop shortcut using file location. But you need to remember which folder is the file in.
