There is neither video or audio
However It can be played on LG Smart TV.
So How can I fix It?

VLC Media Player Can’t Open The Video File

This doesn't really answer your question about vlc but I use MPC-BE to play media files.

The file appears to be an HEVC.
VLC needs a special Codec to play that.
I am no expert on the bona-fides of the various Download Sites, but it appears to be available on several
