Best Program to Create Phone Apps?

I've been searching and having a hard time finding a best fit for myself, so I figured I'd ask the community. First of all I do realize that the 'best' is all preference, so basically I'm asking, what is the best for me. I have some very basic programming understand, mostly in VBA, but enough where I feel comfortable learning more in general. On the other side though, it would be nice to have something that doesn't require programming language for everything though, but still gives me that flexibility as I grow and decide to do more specific elements that might require some programming. Additionally I would want something that has a free tier as currently these are just personal projects. My current need is for a very basic app that just does some filtering based on what options are selected, but I would eventually like to create more complex apps. Anyways, any suggestions?

To be more clear, I was able to find all sorts that might potentially work, but I'm trying to find which couple I should take a more serious look at since basic searches gave me a pretty large amount with relatively little overlap. Unlike something like 'best photo editing software' where the same few programs show up over and over on everybody's list I was having a hard time even just narrowing it down to just a couple I should look into.

As I've researched into this farther I realize I also need to stipulate that I need it to be able to create an app that will work offline.
