Stalking and Restraining Order (Phones)

Hello,

        A family friend has recently started staying with us. He recently obtained an order of protection against his step father in New York. However, his step father has been stalking him and as a consequence us to stay a step ahead of the police or any potential action against them. I currently have a Samsung Galaxy Z Fold 3. I noticed that at random times my messages sent to people are edited (either lines are deleted or things randomly highlighted). I also noticed that the cameras and mics are randomly on at odd times. But finally the kicker was when I put the phone into recovery mode the phone was scrolling through the menu on it's own. I recorded this happening on several of our samsung devices on a separate camera. I was hoping I could ask for help to figure out what kind of malware is on these phones? 

I did a factory reset and it was still there. So I'm trying to figure out how to remove it, and how to document that it is indeed there.
