Barring other people's suggestions, I would investigate untrustworthy apps/adware first.  Here are some possibilities:
* https://support.google.com/chrome/answer/2765944?hl=en&co=GENIE.Platform%3DAndroid

* https://cybernews.com/malware/how-to-stop-pop-up-ads-on-android/

* https://www.avast.com/c-how-to-stop-pop-up-ads-android

I personally would try another security scan too, especially MalwareByte .

Check that you have no unusual Downloads in your browser. Somtimes, best to check through your Files app if it allows it or even shows you everything, sometimes it wont.

Most likely culprit is an app you have recently installed within the past 3 months or so. Often they wait awhile to avoid suspicion before deploying ads like u have. Best to avoid Android Webview in my opinion. You're using it when the URL is hidden like how yours is... Lots of other instances where it gets used too that arent always obvious but best to avoid it since it doesn't offfer you transparency into where you're even at, let alone allow you to change the location by returing to another URL like your default home page or a blank page even.

If you cant find anything that way causing it, just remove the last few apps that you downloaded...  And if that doesn't work, i have some other things you could try and eventually one of them might help, but i dont  think you want to start just stuff unless you're prepared to lose some data by accidental casualty.. E.g. bookmarks, passwords, etc.... never know...
