I did not open the CPU Box but the default black intel stock cooler must have come with the CPU.

As per this website (https://www.intel.com/content/www/us/en/products/docs/processors/laminar-coolers.html) I think it should have Intel® Laminar RM1 Cooler.

TDP or PBP... is 65 watts...

as per Intel quotes from the i5-13500 web page.
Do you have an idea what the Intel specs are actually saying to us? And why does Intel include this cooler as being considered adequate or passable for this particular i5?

Intel® Laminar RM1 Cooler is a 65 watt TDP cooler. BTW.

Intel does have a documentation although very brief and scant in details for the 'big boy' CPUs. Like for the i9-1x900k and Xeons.
AMD has much better and more detailed and complete list of the recommended cooling solutions, but that does not apply in your situation.
