(best) apps for opening pdf files

I used Foxit for many years until ms edge automatically took over, however since upgrading to win 11 if I select multiple files in explorer, there is no apparent option to OPEN all. That's what brought me here today to see what flavor of free apps everyone uses.

Several years ago, pdf995 worked fine for me and was able to "print" pdf files from Explorer, but clicking on its "setup file" now results in viewing a page of vendor instructions and promotions.  ("Printing" included opening pdf files.)  (I'm still trying to work-around the Adobe Acrobat behavior.)
